Approve and adopt a Mitigated Negative Declaration and Mitigation <br />Monitoring Program, Environmental Review No. 2006-87. <br />2. Adopt an ordinance approving Zoning Ordinance Amendment No. 2008-02. <br />3. Adopt a resolution approving Conditional Use Permit No. 2008-23 as <br />conditioned. <br />PLANNING COMMISSION ACTION <br />On August 11, 2008, the Planning Commission recommended that the City <br />Council approve and adopt a Mitigated Negative Declaration and Mitigation <br />Monitoring Program, Environmental Review No. 2006-87, adopt an ordinance <br />approving Zoning Ordinance Amendment No. 2008-02, and adopt a resolution <br />approving Conditional Use Permit No. 2008-23 as conditioned by a vote of <br />7:0 to allow the construction of a two-story medical and commercial <br />development with restaurant use at 520 South Harbor Boulevard in the <br />North Harbor Specific Plan (SP2) zoning district. The Planning <br />Commission made no changes to the staff report as proposed. The <br />Commission made two recommendations to staff relating to landscaping and <br />window material. The Commission recommended that staff work with the <br />applicant to install larger canopy trees that will provide additional <br />shade and serve as a buffer against the adjacent residential uses. <br />Additionally, the Commission recommended that the applicant utilize an <br />alternative material or color for the proposed vinyl windows located on <br />the second story of the building. Staff will work with the applicant to <br />address the recommendations. <br />75A-1 <br />
