The project is within the jurisdiction of the South Coast Air Quality Management District (SCAQMD). The SCAQMD has developed thresholds of significance for both regional and localized air quality impacts, with which the project must comply. Construction was assumed to begin in 2008 and take 12 months to construct the project in one phase. A summary of the construction emissions generated by the project, under unmitigated and mitigated scenarios, compared to the SCAQMD's regional significance thresholds are presented in the table below. Maximum short-term daily emissions with specified mitigation measures are 26.24 lbs for VOC, 33.321bs for NOx, 28.34 lbs for CO, 0.05 lbs for S02, 3.43 lbs for PMIO, and 2.01 lbs for PM2.5, which are below all applicable SCAQMD regional significance thresholds. In addition to the regional analysis, the project's emissions and impacts on a localized scale were also analyzed. The maximum disturbance area for the proposed project is approximately 2 acres per day, therefore the SCAQMD localized thresholds fora 2-acre project was utilized. The nearest sensitive receptors to the project site are residences adjacent to the project site, to the west, north, and south, therefore the thresholds for a distance of 25 meters were used.
