AGREEMENT NUMBER OF CITY CONTRACTS <br />BETWEEN <br />THE CITY OF LOS ANGELES <br />AND THE CITY OF SANTA ANA <br />THIS AGREEMENT is made and entered into by and between the City of Los <br />Angeles, a municipal corporation (the "City,"), and City of Santa Ana, a charter city (the <br />"City of Santa Ana" or "Contractor"). <br />WITNESSETH <br />WHEREAS, the U.S. Department of Homeland Security ("DHS" or "Grantor"), <br />through the Office of Grants and Training (G&T), has provided financial assistance <br />directly to selected jurisdictions through the Fiscal Year (FY) 2006 Urban Areas Security <br />Initiative ("UASI 06"); and <br />WHEREAS, this financial assistance is administered by the City of Los Angeles <br />and is overseen by the California Office of Homeland Security (OHS); and <br />WHEREAS, this financial assistance is being provided to address the unique <br />equipment, training, planning, and exercise needs of large urban areas, and to assist <br />them in building an enhanced and sustainable capacity to prevent, respond to, and <br />recover from threats or acts of terrorism; and <br />WHEREAS, the Los Angeles/Long Beach Urban Area ("LA/LBUA") consists of <br />the City of Los Angeles, the City of Long Beach, the unincorporated area of the County <br />of Los Angeles, and 27 participating jurisdictions, including City of Santa Ana); and <br />WHEREAS, the G&T awarded a UASI 06 Grant of $64,448,000 ("Grant Funds") <br />to the City of Los Angeles, as a Core City, for use in the LA/LBUA; and <br />WHEREAS, the City has designated the Office of the Mayor, Office of Homeland <br />Security and Public Safety ("Mayor's Office") to provide for terrorism prevention and <br />emergency preparedness; and <br />WHEREAS, the Mayor's Office now wishes to distribute UASI 06 Grant Funds <br />throughout the LA/LBUA, as further detailed in this Agreement ("Agreement") to City of <br />Santa Ana and others; <br />WHEREAS, the City and City of Santa Ana are desirous of executing this <br />Agreement as authorized by the City Council and the Mayor (refer to Council File <br />Number 07-0582) which authorizes the City to prepare and execute the Agreement. <br />NOW, THEREFORE, the City of Los Angeles and City of Santa Ana agree as follows: <br />UASI Gov't PSA 4 <br />Santa Ana <br />5/07 <br />20A-8 <br />
