One key <br />aspect of the update for cities is addressing the Regional Housing Needs <br />Assessment (RHNA), which for the City of Santa Ana is 3,393 housing units <br />for the planning period of 2008-2014. <br />The Draft Housing Element document is organized into two parts -- the <br />Framework and the Technical Appendices. The Framework, presented to the <br />City Council at the July 21, 2008 Study Session, is the essence of the <br />Housing Element containing the goals, policies and programs necessary to <br />plan for the community's housing needs. The Appendices portion of the <br />document includes a variety of supporting data and analysis of Santa Ana's <br />population, economic and housing stock characteristics; housing programs; <br />development constraints; and an inventory of the potential housing <br />development sites introduced in the Framework. Public participation in <br />this effort was encouraged through community workshops (noticing and <br />translations in Spanish and Vietnamese), stakeholder forums, and special <br />study sessions before Commissions and City Council. <br />The Draft Housing Element is required to be submitted to the California <br />Department of Housing and Community Development (HCD) for the required 60 <br />day review. During the review, the Draft document will be made available <br />on the City web site for viewing, as well as the City library <br />19C-1 <br />
