CAPER <br />September 2, 2008 <br />Page 2 <br />As part of the Consolidated Plan process, the City is required to submit <br />annually a Consolidated Annual Performance and Evaluation Report (CAPER), <br />Exhibit 1. The CAPER describes the activities and accomplishments for <br />these federal programs during fiscal year 2007-08, and the City's success <br />in achieving the five-year objectives that were established in the <br />Consolidated Five Year Plan. Fiscal year 2007-08 is the third year <br />covered by the Consolidated Five Year Plan for 2005-09. The following <br />table summarizes in broad categories the accomplishments in meeting the <br />identified objectives during the first two fiscal years. S. Department of Housing and Urban Development (HUD) regulations <br />require that the CAPER be available for a 15-day public review period <br />prior to being submitted to HUD. On August 4, 2008, a public notice was <br />published in the Orange County Register, La Opinion, and Nguoi Viet News <br />indicating that the draft report would be available for review beginning <br />August 4, 2008. In addition, the draft was made available on the City's <br />web site. The minimum 15-day public comment period closed at noon on <br />August 19, 2008. The Community Redevelopment and Housing Commission held <br />a public hearing on August 19, 2008, and all comments received are <br />included in the final document to be submitted to HUD no later than <br />September 30, 2008. <br />19D-2 <br />
