REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />SEPTEMBER 2, 2008 <br />TITLE: <br />RESOLUTION AUTHORIZING <br />PARTICIPATION IN THE CALIFORNIA <br />STATE PARKS RECREATIONAL TRAILS <br />PROGRAM <br />,/ % <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1 S` Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution authorizing the submittal of a grant application in <br />the amount of $38,000 to the California Department of Parks and <br />Recreation Recreational Trail Program for the Fisher Park Nature Trail <br />Project. <br />DISCUSSION <br />The Recreational Trails Program is a state-administered local assistance <br />program of the United States Department of Transportation's Federal <br />Highway Administration (FHA). The FHA provides funds annually to trail- <br />related facilities within California. Approximately $6 million will be <br />available this funding cycle for non-motorized projects. The application <br />requires a 12-percent match of non-state money. The matching funds are <br />available in the City's park acquisition and development fund. <br />Applications are due on October 1, 2008. <br />The Parks, Recreation and Community Services Agency proposes to submit an <br />application for the Fisher Park Nature Trail Project. The Trail will be <br />developed near the butterfly and bird habitat proposed alongside the <br />Santiago Creek in the southern edge of Fisher Park. The project scope <br />includes the installation of a decompose granite walking trail, <br />landscaping, irrigation and interpretive signage.
