Other Services Environmental Constraints ,analyses Prior to undertaking the CEQA, NEPA, or permitting process, project proponents typically have to tackle the critical step of site selection. SWCA has professionals who are experienced in conducting environmental constraints analyses (ECAs) to identify sites with the least environmental constraints, and in redesigning project footprints to avoid sensitive resources once a site has been selected.
