Agreement Number: <br /> AGREEMENT FOR TRANSFER OR PURCHASE OF EQUIPMENT/SERVICES OR <br /> FOR REIMBURSEMENT OF TRAINING COSTS <br /> FOR FY2023 URBAN AREAS SECURITY INITIATIVE (UASI) <br /> BETWEEN <br /> THE CITY OF SANTA ANA <br /> AND CITY OF LA PALMA <br /> THIS AGREEMENT is made and entered into this day of 2024, by <br /> and between the CITY OF SANTA ANA, a municipal corporation (the "CITY"), and CITY <br /> OF LA PALMA, a municipal corporation (the "SUB-RECIPIENT" or "Contractor"). <br /> WITNESSETH <br /> WHEREAS, CITY, acting through the Santa Ana Police Department in its capacity <br /> as a Core City for the Anaheim/Santa Ana Urban Area under the FY2023 Urban Areas <br /> Security Initiative, has applied for, received and accepted a grant entitled "FY 2023 Urban <br /> Areas Security Initiative from the federal Department Of Homeland Security(DHS) <br /> Federal Emergency Management Agency (FEMA), through the State of California <br /> Governor's Office of Emergency Services (CalOES), to enhance countywide emergency <br /> preparedness (the "grant"), as set forth in the grant guidelines and assurances that are <br /> incorporated to this Agreement by reference and located at: <br /> U.S. Department of Homeland Security "Fiscal Year 2023 Homeland Security Grant <br /> Program (HSGP) Notice of Funding Opportunity (NOFO)" <br /> https://www.fema.gov/print/pdf/node/652405 <br /> California Office of Emergency Services "FY2023 Homeland Security Grant Program: <br /> California Supplement to Federal Program Guidance" https://www.caloes.ca.gov/wp- <br /> content/uploads/G rants/Documents/FY2023-HSGP-State-Supplement.pdf <br /> Copies of the grant guidelines shall be retained in the Anaheim/Santa Ana Grant Office. <br /> WHEREAS, this financial assistance is administered by the CITY OF SANTA ANA <br /> ("CITY") and is overseen by the California Governor's Office of Emergency Services <br /> ("CalOES"); and <br /> WHEREAS, this financial assistance is being provided to address the unique <br /> equipment, training, planning, and exercise needs of large urban areas, and to assist them <br /> in building an enhanced and sustainable capacity to prevent, respond to, and recover <br /> from threats or acts of terrorism; and <br /> WHEREAS, the Anaheim/Santa Ana Urban Area ("ASAUX) consists of 34 cities in <br /> Orange County, including the City of Anaheim and the City of Santa Ana, the County of <br /> Orange, Santa Ana Unified School District Police, California State University, Fullerton, <br /> 5 <br />
