Police Department <br />www.santa-ana.org/pd <br />Item # 21 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />April 15, 2025 <br />TOPIC: FY 2024 Edward Byrne Memorial Justice Assistance Grant <br />AGENDA TITLE <br />Approve Memorandum of Understanding Accepting the FY 2024 Edward Byrne Memorial <br />Justice Assistance Grant (Non-General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager and the Chief of Police to execute a Memorandum of <br />Understanding with the County of Orange, Sheriff’s Department accepting the 2024 <br />Edward Byrne Memorial Justice Assistance Grant in the amount of $89,555 (Agreement <br />No. A-2025-XXX). <br />GOVERNMENT CODE §84308 APPLIES: No <br />DISCUSSION <br />The Edward Byrne Memorial Justice Assistance Grant (JAG) program provides federal <br />criminal justice funding to state and local jurisdictions and is administered by the U.S. <br />Department of Justice, Bureau of Justice Assistance (BJA). Since 2005, BJA has funded <br />over 24,000 JAG awards totaling over $7.6 billion. JAG awards are based on a statutory <br />formula that equally weighs the City's share of violent crime and population according to <br />Bureau of Justice Statistics (BJS) statistics. BJA requires the County to function as the <br />applicant/fiscal agent to apply for, receive, and administer the funds on behalf of all cities. <br />The Santa Ana Police Department (SAPD) has consistently been awarded an average of <br />$100,000 in JAG funding annually for many years. The department has utilized these <br />funds primarily for increased crime suppression efforts in targeted areas, which has <br />helped address public safety and quality of life issues for residents. In recent years, the <br />department also used the funds to achieve full compliance with the Federal Bureau of <br />Investigation’s new National Incident-Based Reporting System (NIBRS) for crime data <br />collection as it sunset the prior Uniform Crime Reporting (UCR) program. The SAPD also <br />began using JAG funds for youth community engagement to purchase supplies to expand <br />and enhance the Santa Ana Police Athletic & Activity League (SAPAAL) program.
