MEMORANDUM OF UNDERSTANDING BETWEEN THE COUNTY OF ORANGE (SHERIFF) AND THE CITY <br />OF SANTA ANA TO DISTRIBUTE THE 2024 EDWARD BYRNE MEMORIAL FUND - JUSTICE ASSISTANCE <br />GRANT 'JJAG" Program <br />AWARD # 15PBJA-24-GG-05342-JAGX AWARD DATE: 12/04/24 <br />Part/c/pants <br />ACCEPTANCEDATE: 12/17/24 <br />Participants hereto acknowledge the County of Orang@ as lead fiscal agent in charge of programmatic <br />oversight and administration of funds and compllance over all eligible participant Jaw enforcement <br />agencies, hereinafter referred to individually as "Party" and jointly as "the Parties," <br />if. <br />The purpose of this Memorandum of Understanding (MOU) is to support the objectives of the Office of <br />Justice Programs, expressly those identified as Priority Purpose Areas (PPAs) for the term of this award. <br />iii.Program Overvlew and Description ofPmiect(s} <br />The Edward Byrne Memorial Justfce Assfstance Grant (JAG) Program a(lows states and loca( government <br />units, including tribes, to support various criminal justice-related activities based on their state and local <br />needs and conditions. Equipment purchases or funded initiatives such as overtime, task forces, drug <br />programs, information sharing, etc., will reduce crime and enhance public/officer safety. <br />The JAG Program provides states, territories, tribes, and local governments with critical funding necessary <br />to s'upport a range of program areas, including technical assistance, training, personnel, equipment, <br />supplies, contractual support, and information SYSTEMS far criminal juStiCe, including far any One Or more <br />of the following purpose areas: <br />1. Law enforcement programs. <br />2. Prosecution and court programs. <br />3. Prevention and education programs. <br />4 , Corrections and community corrections programs. <br />5 . Drugtreatmentandenforcementprograms. <br />6 . Planning, evaluation, and technology improvement programs. <br />7 , Crime victim and witness programs (other than compensation). <br />8 . Mental health programs and related law enforcement and corrections <br />programs, including behavioral programs and crisis intervention teams, <br />9 . Implementation of state crisis intervention court proceedings and related <br />programs or initiatives, including but not limited to mental health courts, drug <br />courts, veterans courts, and extreme risk protection order programs. <br />11Page <br />Exhibit 1
