fi <br />2.0 PROFILE OF URS EXPERIENCE <br />URS Corporation, located down the street from City Hall, is one of the largest employers in Santa Ana. With our size <br />and local capability, URS offers a full array of environmental documentation services to support the City. The firm <br />has successfully completed more than 3,500 environmental impact studies and site assessments nationwide. <br />URS' in-depth understanding of the compliance elements associated with CEQA and NEPA has enabled us to help <br />the City staff achieve successful accordance. URS staff has expertise in all key environmental disciplines of interest to <br />the City such as air quality, noise, traffic, geology and soils, land use, cultural resources, aesthetics, biological <br />resources, water quality, utilities, mitigation monitoring, and public services. Additionally, URS has been working with <br />the City for several years and has an existing on -call environmental services contract with you already. <br />Our ability to understand your needs and deliver cost-effective results was demonstrated with the alternative <br />approach that we devised for the Grand Avenue Widening project —where we discovered conducting <br />another EIR was not necessary thus saving you time and money. <br />Because of our knowledge and understanding of your standards and needs, we <br />can efficiently execute projects for the City in all the areas set forth in the <br />RFQ. <br />Moreover, strong working relationships are a priority to URS as we know they <br />th <br />are a priority to you. We enhance interagency coordination by responsive and proactive communication withCi e ty <br />and other agencies, such as Caltrans to achieve task and project objectives. As consultants, our standard approach is to <br />work side -by -side with our clients to enhance efficiency and streamline project processing. <br />2.1 STAFF <br />We understand that this on -call contract is to retain consultant staff an as -needed basis to counsel City staff on <br />project -related matters. With more than 450 personnel in the Santa Ana and Los Angeles area, URS' full -service staff <br />I.. the available personnel to support the City on any issue that may arise during this contract. Our familiarity with <br />the City's procedures and standards gives us valuable insight, allowing us to <br />move forward effectively on projects. We have developed streamlined <br />processes to manage environmental projects with thorough efficiency from <br />inception to fruition. <br />At URS, client satisfaction is our number one priority. That is why we <br />emphasize developing strong relationships with all major jurisdictional <br />agencies at the federal, state, and local levels, which expedites the <br />CEQA/NEPA process. We are committed to ensuring that all projects are <br />carefully planned and implemented and that the City staff is kept in the loop <br />to achieve the City's objectives. Our Project Manager, Court Morgan, is <br />known for his ability to facilitate interagency relationships while meeting <br />scheduling goals. With our culmination of expertise, we are able to perform <br />even the most complex environmental services and studies related to CEQA <br />and NEPA processes. Plus, to support a variety of City activities that involve <br />community issues, URS has a Spanish-speaking public outreach division that <br />can conduct interest assessments, public scoping meetings, and community <br />meetings (especially in the 50-plus organized neighborhoods) to gather <br />feedback just as the CEQA process does. <br />
