NO. 08-049) <br /> <br />APPROVED <br /> <br />D As Recommended <br />D As Amended <br />D Ordinance on 151 Reading <br />D Ordinance on 2nd Reading <br />D Implementing Resolution <br />D Set Public Hearing For <br /> <br />l2AfZ <br /> <br />CITY MANAGER <br /> <br />CONTINUED TO <br /> <br />- <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Award a contract to Fleming Environmental, Inc. for the installation of <br />four clean air separator systems in an amount not to exceed $187,019. <br /> <br />DISCUSSION <br /> <br />The City of Santa Ana dispenses gasoline for use in City vehicles. The <br />fuel is stored in tanks located at the Corporate Yard, the Police <br />Administration Facility, and Fire Stations no. 1, 4, 5 and 6. Since 2001, <br />the California Air Resources Board (CARB) has adopted a number of <br />significant enhancements to gasoline dispensing facilities' vapor recovery <br />systems. Phase I of Rule 461 addressed the transfer of gasoline into fuel <br />storage tanks, and required compliance by April 1, 2005. Phase II, <br />addressing the storage and dispensing of gasoline, requires vapor recovery <br />systems to control emissions. Compliance is required by April 1, 2009. <br />The system collects gasoline vapors that would otherwise escape into the <br />air during vehicle refueling. The fuel tank located at Fire Station #6 is <br />used for dispensing diesel fuel and the tank at Fire Station #1 is <br />scheduled to be converted to diesel and therefore, both are not subject to <br />this statute. The contract will provide for the installation of vapor <br />recovery systems on the storage tanks at the remaining two fire stations, <br />(#4 and #5) the Corporate Yard and the Police Administration building, <br />prior to the April 1, 2009 deadline. <br /> <br />The notice inviting bids was advertised on August 27, 2008, and bids were <br />solicited.
