<br />Amendment Application No. 2008-06 <br />Conditional Use Permit No. 2008-05 <br />Variance No. 2008-04 <br />Site Plan Review No. 2008-02 <br />August 25, 2008 <br />Page 7 <br /> <br />the long-term use of this property, the church and OCTA have agreed on the <br />use of a smaller area within the right-of-way for 120 stalls. These 120 <br />spaces, which are not included in the total number of available parking <br />spaces for the church, are intended to be used as an overflow parking lot <br />during special church events such as Easter and Christmas services. <br /> <br />Should the variance be approved, operational conditions are proposed to <br />preserve the shared parking condition, document the agreement with the <br />SAUSD, and to implement the parking management plan with the association. <br /> <br />Site Plan Review <br /> <br />The Santa Ana Municipal Code requires a review by the Planning Commission <br />of all plans within a specific development plan area to ensure the project <br />is in conformity with the Specific Plan. The review also ensures that the <br />buildings, structures and grounds are in keeping with the neighborhood and <br />will not be detrimental to the development of the specific development <br />area. After analyzing the project, staff has found that the project will <br />be in compliance with all applicable development standards for the site. <br />Addi t ionall y , the church expans ion is in keeping wi th the ne ighborhood, <br />with the project improving the desirability of investment in the area. <br /> <br />On April 28, 2008, the Commission held a public hearing on the church <br />expansion proj ect. At this hearing, several issues were raised by the <br />Commission and the public, including concerns with parking, the need to <br />review the parking study, existing church operations, impacts on adjacent <br />uses, unpermitted construction and the environmental analysis of the <br />expansion proj ect. At the conclusion of the hearing, the Commission <br />continued the item to allow staff time to secure the parking study and <br />perform outreach with the industrial tenants adjacent to the church. <br /> <br />Based on Commission and public comments, staff obtained an updated <br />parking study for the church project (Exhibit 9). The study identifies <br />the location of existing on-site parking as well as additional off-site <br />parking areas for the church. In addition, a parking management plan <br />has been prepared for the church (Exhibit 10) This plan will assist <br />the church in managing the parking facilities available for the church <br />by providing procedures at the parking lots. Additionally, based on <br />concerns raised at the public hearing, a mitigated negative declaration <br />was prepared for the church expansion project. <br /> <br />75C-9 <br />
