<br />RESOLUTION NO. HA 2008-002 <br /> <br />A RESOLUTION OF THE HOUSING AUTHORITY OF THE <br />CITY OF SANTA ANA ESTABLISHING AUTHORITY OF <br />THE EXECUTIVE DIRECTOR TO EXECUTE CONTRACTS <br />IN AN AMOUNT NOT TO EXCEED $25,000 <br /> <br />BE IT RESOLVED BY THE HOUSING AUTHORITY OF THE CITY OF SANTA <br />ANA, AS FOllOWS: <br /> <br />Section 1: The Board of the Housing Authority of the City of Santa Ana hereby <br />finds, determines and declares as follows: <br /> <br />A. In order to implement its obligations under state and federal law and <br />pursuant to Resolution No. 89-5 dated March 6, 1989, the Housing <br />Authority of the City of Santa Ana (hereinafter referred to as the <br />"Authority") granted its Executive Director the authority to execute <br />agreements in an amount not to exceed $10,000. This was the same <br />authority the City Council of the City of Santa Ana granted its City Manager. <br /> <br />B. In November of 2006, the residents of the City of Santa Ana voted to <br />amend section 421 of the City's Charter to increase the City Manager's <br />authority to execute agreements, and further provided that the City Manager <br />must submit quarterly reports to the City Council at a public meeting <br />reporting on all such agreements. <br /> <br />C. At this time the City Manager's authority to execute agreements has <br />been capped by the City Council of the City of Santa Ana at $25,000. <br /> <br />D. It is appropriate for the Board of Directors of the Authority to grant <br />the Authority's Executive Director similar authority, also subject to the <br />limitation that the Executive Director submit quarterly reports to the Board of <br />Directors at a public meeting reporting on all such agreements. <br /> <br />Section 2. Executive Director's Authority To Enter Into Agreements. <br /> <br />a. The Executive Director of the Authority is hereby authorized to <br />bind the Authority on contracts for an amount not to exceed $25,000 in a single <br />agreement. <br /> <br />b. At least quarterly, the Executive Director shall place on the <br />Authority Board agenda for information, a report of contracts let by the Executive Director <br />pursuant to authority granted hereby.
