Adopt a resolution authorizing the City Manager and the Chief of Police <br />to execute a grant award agreement with the State of California, Office <br />of Homeland Security for the FY 2008 Interoperable Emergency <br />Communications Grant Program in the amount of $2,209,307. <br />2. Approve an Appropriation Adjustment recognizing the FY 2008 <br />Interoperable Emergency Communications Grant Program in the amount of <br />$2,209,307 in revenue account (no. 125-01-5350-9) and appropriate same <br />in the FY 2008 Interoperable Emergency Communications Grant Program <br />expenditure accounts (no. 125-340-various). <br />DISCUSSION <br />The United States Department of Homeland Security has developed the <br />Interoperable Emergency Communications Grant Program (IECGP). The IECGP <br />provides funds to emergency first responders to improve interoperable <br />emergency communications, including communications in collective response <br />to natural disasters, acts of terrorism, and other man-made disasters. The <br />grant specifically provides funding for the creation of plans, protocols <br />and procedures. <br />The only eligible sub-grantees for the FY08 IECGP local awards are the <br />recognized Urban Area Security Initiative's (UASI) within each of the four <br />planning areas that are determined by the California Statewide <br />Interoperability Executive Committee (Ca1SIEC) The City of Santa Ana <br />continues to be designated as an Urban Area Core City and will handle grant <br />administrative responsibilities in representing the Ca1SIEC's Southern <br />Planning Area. <br />Santa Ana will work in collaboration with cities and counties in the <br />Southern Planning Area that include Imperial, Inyo, Los Angeles, Mono, <br />Orange, Riverside, San Bernardino, San Diego, San Luis Obispo, Santa <br />20B-1 <br />
