Approve an appropriation adjustment recognizing $400,000 in the <br />Resources - California River Parkways revenue account (no. 161-01- <br />5373) and appropriating same to the State Resources Agency Grant <br />expenditure account (no. 161-273-6631) for the Edna Park Trailside <br />Rest Area Project. <br />2. Authorize the City Manager <br />attached agreement with the <br />the lease of Edna Park, on <br />subject to non-substantive <br />City Attorney. <br />DISCUSSION <br />and Clerk of the Council to execute the <br />Orange County Flood Control District for <br />a rent-free basis, for a 25-year term, <br />changes approved by the City Manager and <br />In 1973, the City of Santa Ana entered into a lease agreement with the <br />Orange County Flood Control District on a rent-free basis, which <br />authorized the City to operate and maintain Edna Park, located at 2140 E. <br />Edna Drive, as a public park facility. <br />In 1998, an amended and restated agreement was entered into with the <br />County for an additional 10-year term. As the 10-year agreement has now <br />expired, the Orange County Flood Control District and the City would like <br />to execute a new 25-year lease agreement, which would allow the City to <br />continue in its management of Edna Park. <br />With the support of the Orange County Flood Control District, the Parks, <br />Recreation and Community Services Agency applied for and was recently <br />awarded a $400,000 California River Parkways grant from the State <br />Resources Agency. The grant will allow the City to expand Edna Park with <br />the development of a trailside rest area on the vacant two-acre parcel <br />north of the park alongside the Santa Ana River Bike Trail. A long-term <br />lease agreement is required as a condition of the grant since the City <br />does not own the property. <br />20D-1 <br />
