REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />NOVEMBER 17, 2008 <br />TITLE: <br />AGREEMENT FOR ANIMAL SHELTER <br />SERVICES WITH THE COUNTY OF <br />ORANGE <br />CI ANAGE <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 15' Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and the Clerk of the Council to execute the <br />attached agreement with the County of Orange to provide animal care <br />shelter services for a six-month period effective January 1, 2009 to June <br />30, 2009, in an amount not to exceed 329,345, subject to non-substantive <br />changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />On January 6, 2003, the Council approved actions for the City's transition <br />of opening its own shelter to the County of Orange Animal Shelter as a <br />contracted service. At that time, City staff evaluated several options to <br />provide animal care shelter services. It was determined that contracting <br />with the Orange County Shelter was the most cost effective means of <br />providing service to the City. <br />To ensure continuity of service throughout the County animal care system, <br />the County has developed a Master Agreement that will renew all agreements <br />annually in July of each fiscal year. Contracting cities have the option <br />of modifying the services to be provided or terminate contracted services <br />by submitting a Notice of Intent by December 31St each year. The total <br />cost of services will be based on actual usage of service. The annual cost <br />for shelter services has been between $500,000 and $600,000. The proposed <br />six-month agreement from January 1 to June 30, 2009 in an amount not to <br />exceed $329,345 is necessary to cover the term between the existing <br />agreement which expires on December 31, 2008 and the beginning of the <br />Master Agreement in July of 2009. <br />25S-1 <br />
