D. Since the renovation of the Grand Central Arts Center in 1999, <br />comprehensive maintenance has not been performed. This project will <br />include replacement of the roof walking deck, repair of the waterproofing <br />around the light wells and total replacement of the flooring on the first floor <br />of the building. <br />E. The improvements to be made to the Grand Central Arts Center will <br />be of benefit to the merged Project Area (and the former Inter City Project <br />Area) as well as benefit the immediate neighborhood. <br />F. The City lacks funds to pay for the reconstruction, repairs and <br />improvements needed by the Grand Central Arts Center at this time, and <br />there are no other reasonable means of financing the improvements. <br />G. Reconstruction and repairs to the publicly owned building will assist <br />in the elimination of one or more blighting conditions in that the new deck <br />and flooring will replace the old dilapidated and unsafe deck and flooring <br />and provide the City with a more safe and sanitary building. <br />Section 2. In accordance with California Environmental Quality Act, <br />environmental review has been completed and a Categorical Exemption, Environmental <br />Review No. 2008-214, will be filed for this project. <br />Section 3. The City Council hereby consents to the additional payment by the <br />Agency of up to $299,700.00 in Agency funds from the Merged Project Area for this <br />publicly owned improvement. The Cooperative Agreement that was executed on August <br />18, 2008, will be amended to include this increased scope of work and compensation, <br />and will be executed by the Agency and the City. <br />Section 4. The City Manager is hereby authorized to take all steps, and to sign <br />all documents and instruments necessary to implement and carry out the Resolution on <br />behalf of the City. <br />Section 5. The Clerk of the Council shall attest to and certify the vote adopting <br />this Resolution. <br />2 <br />23A-7 <br />
