DRAFT <br />Program 4 <br />The fourth program seeks to use NSP funds to acquire and rehabilitate foreclosed or <br />abandoned rental housing. After acquisition and rehabilitation, such housing will offer <br />code compliant units, all of which will be restricted to very low-income households at <br />rents affordable to such households. There is a citywide shortage of rental units that are <br />both code compliant and affordable to very low-income households, and a scarcity of <br />rental properties available for sale that can be used to reduce this shortage. As a <br />consequence the City has determined that the special need area for this program is <br />citywide, and it will operate this program on a citywide basis. <br />Program 5 <br />The fifth program seeks to acquire properties suitable for redevelopment as public <br />facilities or new construction that will serve areas in which at least 51 percent of the <br />population are of low or moderate income. This program will be operated exclusively <br />within the City's CDGB eligible census tracts that also meet NSP requirements. <br />Program 6 <br />The sixth program covers the City's use of the 10 percent of NSP funds set aside for <br />administration. <br />9 <br />80B-19 <br />
