<br />155:102108 <br /> <br />RESOLUTION NO. 2008-072 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA AUTHORIZING THE CITY MANAGER <br />AND/OR THE CHIEF OF POLICE TO EXECUTE A GRANT <br />AWARD AGREEMENT WITH THE STATE OF CALIFORNIA <br />OFFICE OF HOMELAND SECURITY FOR THE FY2008 <br />INTEROPERABLE EMERGENCY COMMUNICATIONS <br />GRANT PROGRAM <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br /> <br />Section 1. The City Council of the City of Santa Ana hereby, finds, determines <br />and declares as follows: <br /> <br />A. The California Office of Homeland Security is responsible for implementing <br />the United States Department of Homeland Security, Interoperable <br />Emergency Communications Grant Program (IECGP). <br /> <br />B. IECGP provides funds to Planning Areas to develop and test Tactical <br />Interoperable Communications Plans (TICP's) and to resolve any existing <br />MOU issues relating to those TICP's. <br /> <br />C. The City of Santa Ana, as an eligible subgrantee within the Southern <br />Planning Area, has been awarded funding from the California Office of <br />Homeland Security for the fiscal year 2008 IECGP in the amount of two <br />million, two hundred nine thousand, three hundred seven dollars <br />($2,209,307). <br /> <br />Section 2. The City Council of the City of Santa Ana hereby authorizes and <br />directs the City Manager and/or the Chief of Police or their designee(s) to submit an <br />application to the California Office of Emergency Services for the FY 2008 IECGP in the <br />amount of $2,209,307.00, to fund the following projects: <br /> <br />A. Southern Planning Area (SPA) governance and technical assistance <br />B. Provide technical support in the development of Regional Interoperable <br />Communications Systems (RICS) <br />C. Develop TICP, including exercise and training programs <br />D. Establish interoperable protocols for the SPA and develop strategic plans <br />for the operational areas within the SPA <br />E. Review SPA TICP <br />F. Develop channel matrix <br /> <br />Section 3. The City Council of the City of Santa Ana hereby authorizes and <br />directs the City Manager and/or the Chief of Police to execute and submit all documents <br /> <br />Resolution No. 2008-072 <br />Page 1 of 2 <br />
