<br />Iss11/10/08 <br /> <br />RESOLUTION NO. 2008-074 <br /> <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA APPROVING THE APPLICATION FOR AN <br />URBAN STREAMS RESTORATION GRANT FOR THE <br />SANTIAGO CREEK RESTORATION AND WATER <br />CONSERVATION PROJECT <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br /> <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br /> <br />A. The California Department of Water Resources, Division of Planning and <br />Local Assistance, Urban Streams Restoration Program has announced <br />the availability of grant funds to help solve flooding and erosion problems <br />in a way that enhances the environment; and <br /> <br />B. The Discovery Science Center has proposed to co-sponsor a grant <br />application with the City of Santa Ana, for the Santiago Creek Restoration <br />and Water Conservation Program (the "Project"); and <br /> <br />C. The Project will be environmentally beneficial and will be categorically <br />exempt from requirements of the California Environmental Quality Act <br />(CEQA) under one or more of the following exemptions per sections <br />15300-15329 of the CEQA Guidelines: <br /> <br />Class 7 Exemption - the project involves activities that provide for the <br />maintenance and enhancement of a natural resource (14 CCR 15307). <br /> <br />Section 2. The City Council approves the joint application with the Discovery <br />Science Center for an Urban Streams Restoration Program grant. <br /> <br />Section 3. The City Council delegates authority to the City Manager or the <br />Executive Director of the Parks, Recreation and Community Services (PRCS) Agency <br />to accept and sign any contract for administration of the grant funds, and further <br />delegates the PRCS Administrative Services Manager to act as Project Manager for <br />the Project. The Project Manager is authorized to manage the Agreement, submit <br />invoices, and to delegate others to provide management and support services required <br />for performance of the work and administration of the Agreement. <br /> <br />Resolution No. 2008-074 <br />Page 1 of2 <br />
