Mayor Pulido thanked them for this <br />proposal and committed to reviewing it further. <br /> <br />..,J <br /> <br />3. INCENTIVES TO ENCOURAGE THE USE OF SOLAR TECHNOLOGIES <br /> <br />Council member Sarmiento proposed a two-year pilot program that would <br />encompass waiving permit and inspection fees for those wishing to install solar <br />technologies at their homes or businesses. This two-year pilot program would be <br />the first step towards Santa Ana becoming a more sustainable City. The Committee <br />voted to bring this item before the City Council for formal action. <br /> <br />2. DISCUSSION OF PROPOSED HOUSING PROJECT FOR THE DISABLED AT <br />GARDEN GROVE BOULEVARD AND THE CITY DRIVE <br /> <br />Deborah Will, representing the non-profit development company proposing to <br />construct the project, presented a proposal to the committee that included 41 units of <br />special needs, affordable housing for the property located at 1600 Garden Grove <br />Boulevard. <br /> <br />The Committee expressed concern about the proposed location of this project on the <br />City's property adjacent to the Santa Ana River due to the potential for loss of a site <br />that could be developed as an open space amenity adjacent to the bike trail. The <br />developer committed to exploring alternative designs that could create a public rest <br />stop for use by those on the trail in conjunction with the project. ..,J <br /> <br />6. PUBLIC COMMENTS ON NON-AGENDA ITEMS <br /> <br />Bud Warrick presented the committee with economic development information <br />developed by Warrick & Associates. <br /> <br />7.
