<br />ATTACHMENT A <br /> <br />Fundinl!: <br />Total Allocation: $14,685.00 <br /> <br />PROACT Contribution: $13,950.75 <br />Administrative Fee (5.0%): $734.25 <br />Funds Retained by City: $0.00 <br /> <br />Garden Grove City: <br /> <br />The City of Garden Grove proposes to use the 2008 Justice Assistance Grant funding as <br />follows: <br /> <br />Problem Statement: <br />The Garden Grove Police Department has one of the lowest number of officers per capita of any <br />city its size in California. This problem will only get worse as the City's population continues to <br />increase. Unfortunately, Garden Grove's current financial condition prohibits the Department <br />from hiring additional personnel. The Department, to fulfill its ever-increasing demand for <br />officers, must develop alternative solutions to increase officer time in the field without hiring <br />additional Personnel <br /> <br />Goal: <br />Create operational efficiencies in Patrol that would generate the equivalent productive hours of <br />up to five additional Police Officers that could be used to augment patrol operations. <br /> <br />Objectives: <br />Contracting out jail services will allow the Police Department to concentrate much more of its <br />efforts on community safety instead of expending energy and resources on jail operations. The <br />jail contract will allow sworn police officers to process arrestees and return to their field duties in <br />as little as 15 minutes. This in turn will increase their availability to handle additional calls for <br />service. <br /> <br />Ouantifiable Performance Measures: <br />The hours saved will be calculated by multiplying the number of arrestees processed in the jail, <br />and multiplying that by the average time saved by officers not having to process and transport <br />the prisoner themselves. <br /> <br />Fundini!: <br /> <br />Total Allocation: $24,647.00 <br /> <br />PROACT Contribution: $11,091.15 <br />Administrative Fee (5.0%): $1,232.35 <br />Funds Retained by City: $12,323.50 <br /> <br />2008- DJ-BX-0103 <br /> <br />Page 6 of9 <br />
