C-8-0862 <br />BETWEEN <br />ORANGE COUNTY TRANSPORTATION AUTHORITY <br />AND <br />CITY OF SANTA ANA <br />FOR <br />RAIL-HIGHWAY GRADE CROSSING SAFETY ENHANCEMENTS <br />AND <br />SAFETY MEASURES RELATED TO QUIET ZONE IMPLEMENTATION FOR CITIES <br />This Cooperative Agreement ("AGREEMENT") is effective this ~U~day of <br />~~ `! 2008, by and between the Orange County Transportation Authority, 550 South <br />Main Street, P.O. Box 14184, Orange, CA 92863-1584, a public corporation of the State of <br />California (herein after referred to as "AUTHORITY"), and the City of Santa Ana, 20 Civic <br />Center Plaza, Santa Ana, CA (herein after referred to as "CITY") <br />RECITALS: <br />WHEREAS, AUTHORITY commissioned a report titled "OCTA Grade Crossing Study" <br />dated December 31, 2003, providing an assessment of conditions at Rail-Highway Grade <br />Crossings located in Orange County and which provided recommendations for enhancements <br />for both motorist and pedestrian safety consistent with current California Public Utilities <br />Commission ("CPUC") grade crossing safety standards; and <br />WHEREAS, AUTHORITY, at its June 13, 2005 Board of Directors' meeting, adopted the <br />recommendation to proceed with the selected implementation strategy for a comprehensive <br />Rail-Highway Grade Crossing Safety Enhancement Program ("PROGRAM") as set forth <br />therein; and <br />Last Revision 10/29/08 <br />Page 1 of 14 <br />
