REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />CLERK OF COUNCIL USE ONLY: <br />JANUARY 5, 2009 <br />TITLE <br />RESOLUTION AUTHORIZING <br />PARTICIPATION IN OPERATION <br />BROTHERHOOD OF THE BADGE TO <br />DONATE SURPLUS POLICE <br />EQUIPMENT <br />CI Y ANAGER <br />RECOMMENDED ACTION <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1S' Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution authorizing the Police Department to participate in <br />Brotherhood of the Badge International to donate surplus or expired, but <br />serviceable, police equipment to the newly established government of Iraq <br />and Afghanistan. <br />DISCUSSION <br />The United States Military Police is responsible for training police <br />officers in the newly established governments of Iraq and Afghanistan. The <br />mission of Brotherhood of the Badge International is to collect surplus <br />police equipment from around the country and deliver it to US military <br />authorities in Iraq and Afghanistan. They then provide this vital personal <br />protection equipment to the civilian police personnel. Brotherhood of the <br />Badge International has a singular goal of assisting peace officers <br />worldwide with equipment and the necessary tools required to establish <br />stability. <br />The City of Santa Ana possesses holsters, ammo pouches, handcuff cases, <br />mace holders, magazine pouches, radio holders, drop down holsters, duty <br />jackets, tactical vests, ballistic vests, and helmets which are no longer <br />used by the Police Department because they are surplus or expired. This <br />equipment cannot be sold as surplus and is the type of surplus property <br />that would be subject to destruction by the City. Thus, staff recommends <br />donating the surplus or expired equipment to Brotherhood of the Badge <br />International. <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. <br />v ` A:f~-~ <br />Paul M.
