Award a contract to R.J. Bullard Construction, Inc., the lowest <br />responsible bidder, in accordance with unit bid prices in the <br />estimated amount of $464,300 for the Santiago Creek Trail Enhancement <br />project. <br />2. Approve a Funding Analysis with a total estimated construction cost <br />of $581,600. <br />DISCUSSION <br />This project will address safety and security access concerns under the <br />Main Street Bridge and the Santa Ana Freeway (Exhibit 1), by providing <br />for the installation of a 10-foot high safety fence under Main Street, <br />re-grading, security lighting, and pavement rehabilitation under both <br />bridges. Re-grading and lighting under the Santa Ana Freeway will allow <br />for security vehicle access and the elimination of any level contours <br />for overnight camping. The project will also provide the necessary <br />regulation and interpretive signage that will compliment the natural <br />environment and trails through Santiago Creek. Once completed, these <br />improvements will enhance security and trail access, lighting, surface <br />drainage, safety and visual appearance of the Santiago Creek. <br />The Notice Inviting Bids was advertised on November 19 and 21, 2008, and <br />bids were opened on December 10, 2008.
