Proposal for Parking Citation Services City of Santa Ana — November 5, 2008 <br />4.04 WINCITE Mobile Hand Held Citation Writer Equipment and Software <br />Hardware - Software: <br />• Handheld hardware including citation writer and printer may be provided by <br />Phoenix Group or by the Agency, however selection must be approved by <br />Phoenix Group if provided by Agency to ensure compatibility. Pricing on <br />hardware is based on the equipment selected by the Agency. <br />• WINCITE MOBILE Software package: Handheld Unit Parking Citation Syncing <br />and Management Software — may be purchased or leased monthly. <br />. At least one computer on site will need to have the WINCITE MOBILE desktop <br />software installed in order to sync the Citation writers, upload Citations, and update <br />citation writers with list and boot file data. <br />The WINCITE MOBILE citation writers are programmed to add speed and accuracy to <br />the final product, the citation. The majority of the data will be inputted through drop <br />down lists, automatic "look ups" and default set -up. Each unit can require officers to log <br />in before using the citation writing software. The violation amount and code will <br />automatically fill in based on the description chosen which is a drop down list. The <br />vehicle state defaults and the license number is checked against a table to see if the <br />vehicle has any special circumstances, such as; tow or boot, do not cite and previously <br />warned. The officer will only be required to input, violation, month of plate, license <br />number or VIN, vehicle make, color, body style, location, and four - character VIN <br />number. The remaining fields, (citation number, officer name, officer number, time, fine <br />due, state and expiration of plate), have been input either by defaulting or by lookups <br />based on the officer entered information selected by drop down lists displayed on the <br />Citation Writers. Through this type of programming the citation can be input and printed <br />in less than 25 seconds. This will allow the officer to leave the location as soon as <br />completed. The handheld also has the ability to enter notes, both printed and non - <br />printed officer notes for each Citation. Non - printed officer notes can be entered at any <br />time throughout the officer's day. <br />71 <br />
