REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />FEBRUARY 2, 2009 <br />TITLE: <br />AGREEMENT WITH ICMA CONSULTING <br />SERVICES FOR POLICE SERVICES <br />WORKLOAD AND STAFFING DATA <br />ANALYSIS <br />C3~ ~ ~~----_._. <br />CI MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1 S` Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute the attached <br />agreement with ICMA Consulting Services for police services workload and <br />staffing data analysis in an amount not to exceed $75,000 for a one-year <br />term, subject to non-substantive changes approved by the City Manager and <br />City Attorney. <br />DISCUSSION <br />It is a best practice for public safety agencies to periodically analyze <br />workload and staffing levels utilizing benchmarks such as calls for <br />service, response times, and other factors critical to the provision of <br />quality services to the community. The last workload and staffing analysis <br />for the Santa Ana Police Department (SAPD) was conducted in June 2004. ICMA <br />Consulting Services is a management consulting division of the <br />International City/County Management Association (ICMA) which has <br />specialized expertise in public safety service analysis, including <br />assessments of calls for service, workload analysis and staffing <br />requirements for police and fire departments. <br />Under the terms of the agreement, ICMA Consulting Services will analyze <br />data taken directly from the SAPD's Computer Aided Dispatch and Records <br />Management Systems. The analysis will serve to document current patrol, <br />specialized and detective unit workloads and performance levels including <br />response times for different call priorities. Based on their analysis, <br />ICMA will recommend any possible improvements to response time and <br />proactive patrol efforts with better alignment of resources and workloads. <br />25B-1 <br />
