It has now become <br />necessary to review and adjust for the costs of providing some of the <br />programs, activities, and services as outlined on Exhibit 1 and further <br />described below. <br />The City of Santa Ana has been designated as an Enterprise Zone (EZ) by <br />the State of California since 1993. The Santa Ana Enterprise Zone <br />encompasses more than 7,100 acres of industrial and commercial land. <br />Businesses located within the EZ qualify for certain tax incentives, <br />including the Hiring Tax Credit. The Community Development Agency <br />collects these Hiring Tax Credit voucher applications and the associated <br />processing fee from the businesses and issues vouchers. <br />The current $40 fee includes a $10 processing fee assessed by the State <br />Department of Housing and Community Development. The EZ Hiring Tax <br />Credit voucher application processing fee has remained the same since <br />2006. As costs to administer the voucher program have increased <br />significantly during the past few years, staff recommends increasing the <br />processing fee to $90 per application to recover 85 percent of the <br />associated expenses. The proposed $90 application fee, which includes <br />the $10 State processing fee, will place Santa Ana in the top twenty <br />percent among other local Enterprise Zones that charge processing fees <br />for the voucher program. <br />The Parks, Recreation and Community Services Agency proposes to increase <br />the admission fees to the Santa Ana Zoo at Prentice Park by one dollar <br />($1.00). The modest increase will be used to help offset the costs of <br />operating the Zoo. Recent new improvements, including the endangered <br />75A-1 <br />
