bk:5/27/03 <br />RESOLUTION NO. 2003- <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA MODIFYING FEES FOR ENTERPRISE ZONE <br />VOUCHER APPLICATIONS, PARKING VIOLATIONS AND <br />ZOO ADMISSION AND REPEALING IN PART <br />RESOLUTION NO. 2008-041 <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1: The City Council hereby, finds, determines and declares as follows: <br />A. The FY 2008-09 Miscellaneous Fee Schedule was established by the City <br />Council by Resolution No. 2008-041. Various agencies of the City have continued to <br />analyze the cost to administer the various programs, activities and applications for <br />which the City charges, fees or service charges, and recommend certain modifications <br />of this Resolution to adjust for increased costs to provide the programs, activities and <br />services outlined herein. <br />B. The City of Santa Ana has been designated as an Enterprise Zone ("EZ") <br />by the State of California since 1993. The Santa Ana Enterprise Zone encompasses <br />more than 7,100 acres of industrial and commercial land. Businesses located within the <br />EZ qualify for certain tax incentives, including a significant Hiring Tax Credit. The <br />Community Development Agency collects and processes Hiring Tax Credit voucher <br />applications and the associated processing fee from the businesses and issues <br />vouchers that can be used as tax deductions. In large part because of its active hiring <br />tax voucher program, the City of Santa Ana has been recognized as the top Enterprise <br />Zone performer in the state. <br />C. The current $40 fee includes a $10 processing fee assessed by the State <br />Department of Housing and Community Development. The EZ Hiring Tax Credit <br />voucher application processing fee has remained the same since 2006. As costs to <br />administer the voucher program have increased significantly during the past few years, <br />staff recommends increasing the processing fee to $90 per application to recover <br />eighty-five percent (85%) of the City's expenses in processing applications for tax credit <br />vouchers. The proposed $90 application fee, which includes the $10 State processing <br />fee, will place Santa Ana in the top twenty percent among other local Enterprise Zones <br />that charge processing fees for the voucher program. <br />D. The Parks, Recreation and Community Services Agency has <br />recommended that the Council increase the admission fees to the Santa Ana Zoo at <br />Prentice Park by one dollar ($1.00). This modest increase will be used to help offset the <br />costs of operating the Zoo. Recent new improvements, including the endangered <br />75A-7 <br />
