City of Santa Ana <br />AIRPORT ENVIRONS ELEMENT <br />December 18, 2008 <br />SAFETY <br />The AELUP does not establish any Runway Protection Zones within <br />the City of Santa Ana. <br />STATE LAW <br />The City of Santa Ana will comply with and administer all <br />requirements established by state law and the Public Utilities Code <br />Section 21676. The City of Santa Ana will submit for ALUC review <br />new development and redevelopment projects which contain <br />amendments to a General Plan or Specific Plan, and/or adoption or <br />approval of a zoning ordinance or building regulation, within the JWA <br />planning area. <br />HELIPORTS/HELISTOPS <br />Under PUC Section 21661.5 and iri accordance with PUC Section <br />21670 et seq. and California Administrative Code Title 21, Business <br />Regulations, Chapter 25, Division of Aeronautics, Sub-Chapter 2.1, <br />the ALUC is charged with reviewing and acting on proposed heliports <br />within its jurisdiction. Fulfilling this responsibility, the ALUC has <br />adopted a Heliports AELUP that is applicable within every jurisdiction <br />in Orange County that permits such facilities. The ALUC is also <br />responsible for making recommendations directly to the California <br />Department of Transportation/Aeronautics Division, regarding the <br />required state heliport permit under Section 21661.5 of the PUC. <br />ALUC review of proposed heliport/helistop projects is initiated through <br />referral of the development permit by the sponsor's or the local <br />agency's referral for a development permit. The ALUC will review any <br />proposal for a heliport/helistop within the City of Santa Ana with <br />respect to safety zones, noise impacts, and height restrictions as <br />defined in the Heliports AELUP for Sections 2.2.1 through 2.2.3. <br />Emergency flights for medical purposes and temporary landing sites <br />do not need to be submitted to the ALUC. <br />75G~-28 <br />
