General Plan Amendment No. 2004-3 <br />October 13, 2008 <br />Page 2 <br />Prod ect Description <br />Components of the Airport Environs Element, Land Use Element and Noise <br />Element that have been revised and/or updated include the following: <br />Airport Environs Element <br />The Airport Environs Element (Exhibit 1) is an optional element of the <br />City of Santa Ana General Plan that is a long-range policy guide to <br />safeguard the general welfare of the inhabitants within the City of <br />Santa Ana in the vicinity of John Wayne Airport (JWA). Additionally, it <br />provides guidance for the purpose of ensuring navigable airspace is not <br />impacted by future development in the City. <br />Additionally, the Airport Environs Element establishes noise level <br />standards for sensitive land uses that may be impacted by JWA. Maps that <br />indicate the impact zones and the JWA Obstruction Imaginary Surface map <br />have been added to the Element. The City map that defines the Federal <br />Aviation Administration (FAA) Notification Area has been updated. <br />Noise Element <br />The City of Santa Ana Noise Element establishes interior and exterior <br />noise level standards for land uses in the City. However, the noise level <br />standards are currently inconsistent with the noise standards established <br />in the Airport Environs Element. As part of this update, the exterior and <br />interior noise standards in the Noise Element would be amended to provide <br />consistency with other General Plan Elements. An addendum to the Noise <br />Element (Exhibit 2) has been prepared to address these refinements. <br />Land Use Element <br />The proposed changes to the Land Use Element includes: 1) adding a <br />description and purpose of the Airport Environs Element; 2) the <br />identification of JWA as a known man-made risk and land use constraint; 3) <br />the establishment of Land Use/Noise Compatibility standards; and 4) an <br />amendment to the City's FAA Notification Map for consistency. An addendum <br />to the Land Use Element (Exhibit 3) has been prepared to address these <br />refinements. <br />75C-3 <br />
