Land Use Element <br />The proposed amendment to the Land Use Element involves; (1) <br />inclusion of a description that identifies the purpose of the <br />City's Airport Environs Element, (2) the identification of John <br />Wayne Airport as a man-made risk and a land use constraint, (3) <br />the establishment Land Use/Noise Compatibility standards and (4) <br />an amendment to the City's FAA Notification Map to provide <br />consistency with the FAA Notification Area established Airport <br />Environs land Use Plan for John Wayne Airport. <br />ENVIRONMENTAL IMPACT ANALYSIS <br />The following is an environmental analysis on the proposed <br />General Plan Amendments based on the City of Santa Ana's CEQA <br />Environmental Checklist. The analysis incorporates by reference <br />information from the City of Santa Ana General Plan Land Use <br />Element EIR. For each environmental issue, the analysis <br />identifies the level of impact that would be anticipated to <br />occur from approval of the proposed General Plan Amendments. <br />Future development projects proposed under the amended Airport <br />Environs Element, Land Use Element and Noise Element would <br />subject to City reviews to determine potential impacts to the <br />environment as well as consistency with the amended General Plan <br />Elements. <br />I. AESTHETICS <br />A. Have a substantial adverse effect on a scenic vista? <br />B. Damage scenic resources, including but not limited to <br />trees, rock outpourings and historic buildings within a <br />State highway? <br />C. Substantially degrade the existing visual character or <br />quality of the site and its surroundings? <br />D. Create a new source of substantial light or glare which <br />would adversely affect day or nighttime views in the area? <br />No Impact <br />The City of Santa Ana Urban Design Element and Scenic Corridors <br />Element identifies a high number of aesthetic resources in the <br />City of Santa Ana. Approval of the proposed general plan element <br />amendments would not result in adverse impacts to any scenic <br />vista or other aesthetic resources in the City, in that and that <br />3 <br />75C-41 <br />
