The City of Santa Ana through a private company provides solid <br />waste collection service in the City. Solid waste is transported <br />to transfer stations before ultimately being disposed of at the <br />Bowerman Landfill. The Bowerman Landfill is permitted to accept <br />8,500 tons per day and is anticipated to close in year 2024. <br />The California Integrated Waste Management Act of 1989 (AB 939) <br />mandates that all cities and counties in California divert fifty <br />percent of solid waste generated from landfill disposal. To <br />comply with AB 939, the City of Santa Ana has prepared a Source <br />Reduction and Recycling Element that describes various waste <br />reduction and recycling programs to reduce the City's demand for <br />solid waste disposal in landfills. <br />Approval of the proposed general plan element amendments would <br />not result in the development of any land uses or result in <br />activities that would increase the demand of solid waste <br />disposal. Nor would the proposed amendments be in conflict with <br />the solid waste reduction programs in the City's Source <br />Reduction and Recycling Element. <br />XVII. MANDATORY FINDINGS OF SIGNIFICANCE <br />A. Does the project have the potential to degrade the quality <br />of the environment, substantially reduce the habitat of a <br />fish or wildlife species, cause a fish or wildlife <br />population to drop below self-sustaining levels, threaten <br />to eliminate a plant or animal community, reduce the number <br />or restrict the range of a rare or endangered plant or <br />animal or eliminate important examples of the major periods <br />of California history or prehistory. <br />No Impact <br />The proposed general plan element amendments would establish <br />long-range policy guide to safeguard the general welfare of <br />inhabitants within the vicinity of John Wayne Airport. <br />Additionally, the Noise and land Use Elements would be amended <br />to achieve internal consistency between the City's General Plan <br />Elements. Approval of the proposed general plan element <br />amendments would not result in the development of land uses or <br />result in activities that would adversely impact sensitive <br />wildlife and plant species or sensitive cultural resources. <br />B.
