REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />FEBRUARY 2, 2009 <br />TITLE: <br />RESTRUCTURE CITY BOARDS, <br />CONIl~RISSIONS, AND COI~lITTEES <br />(APPOINTIVE BOARDS) <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 15f Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing <br />For <br />CONTINUED TO <br />FILE NUMBER <br />CI MANAGE <br />RECOMMENDED ACTION <br />Direct the City Attorney to <br />modify the structure of the <br />Committees (appointive boards) <br />draft the documents necessary to <br />City's boards, commissions, and <br />as per Council direction. <br />DISCUSSION <br />Over the last several months, the City's Executive Management <br />team has been discussing the City`s budget challenges and the <br />potential impacts on the City's ability to preserve high quality <br />core services to the public. As part of these discussions, the <br />current structure of the City's appointive boards and their cost <br />has been examined. <br />The City Charter establishes three appointive boards, including <br />the Personnel Board, Planning Commission, and the Board of <br />Recreation and Parks, which were empowered with specified duties <br />contained within the Charter. The City Charter also authorized <br />the City Council to create other appointive bodies as needed to <br />render counsel on municipal matters. The Council has used this <br />Charter authority to respond to the changing needs of the City. <br />There are currently ten appointive boards established by <br />ordinance, resolution, or Joint Powers Agreement, in addition to <br />the three entities created by the City Charter. <br />Each appointive board is assigned to a liaison City agency, which <br />provides administrative staff support. Additionally, the Clerk of <br />the Council and the City Attorney provide support or advice to <br />all appointive boards. <br />65B-1 <br />
