.~ <br />MEMORANDUM <br />~'T~ <br />To: Mayor and City Council Date: January 30, 2009 <br />From: Councilmember Vincent Sarmiento <br />Mayor Pro Tem Claudia Alvarez <br />Councilmember Sal Tinajero <br />Subject: Proposed Resolution Recognizing Vietnamese American Freedom and Heritage Flag <br />We seek your support for adoption of a City Council resolution recognizing the Vietnamese <br />American Freedom and Heritage Flag. The basis for such a resolution is set forth below. <br />A. The Vietnamese-American community has made positive contributions to the historical, <br />cultural, educational, and economic prosperity of California and the City of Santa Ana; <br />and <br />B. Vietnamese-Americans remain vigilant in opposing tyranny of all forms, actively <br />supporting human rights for all people, and celebrating the principles of democracy, <br />justice, and tolerance upon which our nation was founded; and <br />C. The flag of the former Republic of Vietnam, with three red stripes upon a field of yellow, <br />and dating back to 1948, has been and will continue to be a symbol of resilience, freedom, <br />and democracy to many Vietnamese-Americans; and <br />D. The flag of the former Republic of Vietnam is an important symbol in the history of <br />Vietnamese-Americans and is now known as the Vietnamese Freedom and Heritage Flag; <br />and <br />E. The vast majority of California's Vietnamese-Americans embrace the Vietnamese <br />Freedom and Heritage Flag as the symbol of the Vietnamese-American community. <br />For the foregoing reasons, we propose that the City Council of the City of Santa Ana formally <br />recognize the Vietnamese Freedom and Heritage Flag as the official symbol of the Vietnamese- <br />American community and support their efforts to promote freedom and democracy and <br />encourage its display. In addition, we propose that the City of Santa Ana encourage other <br />governmental organizations to take action formally recognizing the yellow flag with three red <br />stripes as the official flag of the Vietnamese American community. <br />bm Exhibit A <br />85A-1 <br />
