REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />FEBRUARY 2, 2009 <br />TITLE: <br />PROPOSED AMENDMENT TO <br />CLASSIFICATION AND COMPENSATION <br />PLAN AND ANNUAL BUDGET <br />l <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1 S` Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For_ <br />CONTINUED <br />FILE <br />NUMBER <br />Adopt a resolution that amends the City's Basic Classification and <br />Compensation Plan (82-110) and amends the fiscal year 2008-2009 annual <br />budget to create two job classifications and reallocate four positions <br />to these classifications. <br />DISCUSSION <br />Due to the current economic recession and resultant impact on City <br />finances, an analysis is being conducted on the feasibility of extending <br />the park maintenance services provided by contractors to the remaining <br />parks in the city. In the event this occurs, it will be necessary to <br />monitor and oversee the performance of the contractors to ensure <br />consistency and quality in the level of service provided. To that end, <br />the Executive Director of Parks, Recreation and Community Services is <br />proposing the creation of two job classifications titled Park <br />Maintenance Inspector I and Park Maintenance Inspector II. These <br />classifications will supervise and trouble-shoot the contractors' work <br />on routine maintenance projects in the City's parks and properties. <br />The Executive Director is further proposing the reallocation of two Park <br />Maintenance Worker positions to the Park Maintenance Inspector I class <br />and the reallocation of two Park Maintenance Leader positions to the <br />Park Maintenance Inspector II class. As the new job classifications are <br />placed at the same salary rate range as the reallocated positions, these <br />changes will not result in any change in compensation. <br />55A-1 <br />
