City Place Sky Lofts Final Environmental Impact Report <br />4.3.8 HYDROLOGY AND WATER QUALITY <br />Based on the analysis summarized in Section 3.0 (Impacts Found Not to be Significant) of the EIR, the City <br />Place Sky Lofts project will not result in significant adverse impacts related to groundwater recharge and <br />natural water bodies, or exposure to flood risk. There would be no impact related to placement of housing or <br />structures within the 100-year floodplain, or inundation by seiche, tsunami, or mudflow. <br />The Hydrology Report provided in Appendix F of the Draft EIR identified that existing off-site drainage <br />facilities would have adequate capacity to accommodate storm water runoff generated from <br />implementation of the proposed project. Therefore, impacts related to on- or ofl=site flooding and <br />capacity of existing storm water drainage systems related to implementation of the proposed project <br />would be less than significant. However, mitigation measures W-1 and W-2 would ensure that planned <br />drainage facilities would be approved by the City and installed prior to issuance of permits. <br />W-1 Prior to issuance of grading permits, the applicant shall submit a Final drainage plan <br />identifying the exact size and location of drainage facilities. <br />W-2 The applicant shall construct facilities on the project site to transport storm water from <br />the site to the City's/County's drainage facilities. All such facilities will be subject to the <br />review and approval of the City Engineer and shall be installed prior to the issuance of <br />permits. <br />4.3.9 LAND USE AND PLANNING <br />Based on the analysis summarized in Section 3.0 (Impacts Found Not to be Significant) of the EIR, the City <br />Place Sky Lofts project will not result in significant adverse impacts related to division of an established <br />community or conflict with a habitat conservation plan or natural community conservation plan. <br />As described in Section 4.8 (Land Use and Planning) of the EIR, impacts of the proposed project related <br />to land use plans and policies would be less than significant. <br />4.3.10 MINERAL RESOURCES <br />Based on the analysis summarized in Section 3.0 (Impacts Found Not to be Significant) in the EIR, the City <br />Place Sky Lofts project will not result in significant adverse impacts related to mineral resources. No <br />mitigation is required. <br />4.3.11 NOISE <br />Based on the analysis summarized in Section 3.0 (Impacts Found Not to be Significant) of the EIR, the City <br />Place Sky Lofts project will not expose people residing or working in the project area to excessive noise <br />levels. According to the Orange County AELUP for John Wayne Airport, the project site is not impacted by <br />aircraft noise that would exceed State or local noise standards. <br />4.3.12 POPULATION AND HOUSING <br />Based on the analysis summarized in Section 3.0 (Impacts Found Not to be Significant) of the EIR, the City <br />Place Sky Lofts project will not result in significant adverse impacts related to the displacement of existing <br />residential uses or people. <br />F: IPROJ-ENVICity Place Sky LoftslFinal EIRIFindings-SOCIFindings-SOC.doc Page 24 <br />January 23, 2009 <br />75A-134 <br />
