REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />CLERK OF COUNCIL USE ONLY: <br />FEBRUARY 17, 2009 <br />TITLE: <br />RENEWED MEASURE M PROJECT T <br />COMPETITIVE TRANSIT PROGRAM - <br />GRAN'~ APPLICATION <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 151 Reading <br />^ Ordinance on 2rd Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For_ <br />CONTINUED TO <br />'~z~~~~ ~-^C~ ~~~ FILE NUMBER <br />CITY MANAGER <br />ECOMMENDED ACTION <br />Adopt a resolution authorizing the Executive Director of the Public <br />Works Agency to submit an application for funding under the Renewed <br />Measure M Project T program to convert Metrolink stations into regional <br />gateways that connect Orange County with planned future high-speed rail <br />systems. <br />DISCUSSION <br />Project T is one of the competitive transit programs funded by the <br />Renewed Measure M approved by Orange County voters on November 7, 2006. <br />Its purpose is to provide funding for jurisdictions to convert their <br />Metrolink stations into regional gateways where high-speed rail service <br />can be offered in addition to intercity and commuter rail service. <br />Project T funding would allow the City to significantly enhance the <br />Santa Ana Regional Transportation Center (SARTC) in anticipation of <br />future transit service expansion and ridership growth at the station. <br />The OCTA Board issued a call for Project T funding applications on <br />January 26, 2009; applications are due on February 20, 2009. Anaheim and <br />Irvine are the only local agencies that currently meet all of the <br />Project T eligibility criteria. However, OCTA has submitted a request <br />to the Southern California Association of Governments to amend the 2008 <br />Regional Transportation Plan to include the SARTC expansion in the <br />unconstrained plan which would make Santa Ana eligible for Project T <br />funding. Additionally, OCTA staff has encouraged the City of Santa Ana <br />to submit a Project T application by the February 20th deadline. A <br />resolution by Council is required as part of the application. <br />With Council approval, staff will prepare and submit to OCTA a funding <br />application requesting $4 million in Project T revenue for development <br />of the SARTC Master Site Plan, conceptual engineering and completion of <br />the environmental documents.
