<br />Pjc/2-09-09 <br /> <br />RESOLUTION NO. 2009-014 <br /> <br />A RESOLUTION OF THE CITY COUNCil OF THE CITY OF <br />SANTA ANA AUTHORIZING THE DONATION OF <br />SURPLUS OR EXPIRED POLICE EQUIPMENT TO LAW <br />ENFORCEMENT AGENCIES IN BAJA CALIFORNIA <br /> <br />BE IT RESOLVED BY THE CITY COUNCil OF THE CITY OF SANTA ANA AS <br />FOllOWS: <br /> <br />Section 1. The City Council of the City of Santa Ana hereby, finds, determines <br />and declares as follows: <br /> <br />A. The Mexican government and law enforcement agencies are currently <br />struggling to control an unprecedented illegal drug market and associated <br />violence. <br /> <br />B. Baja California is the northernmost State of Mexico and the illegal and <br />violent activity has a direct impact on the United States and more <br />specifically on Southern California cities. <br /> <br />C. The law enforcement agencies in Baja California are in need of necessary <br />police equipment required for enforcement activity. <br /> <br />D. The City of Santa Ana possesses holsters, ammo pouches, handcuff cases, <br />mace holders, magazine pouches, radio holders, drop down holsters, duty <br />jackets, tactical vests, ballistic vests, and helmets which are no longer used <br />by the Santa Ana Police Department because they are surplus or expired. <br /> <br />E. This equipment cannot be sold as surplus and is the type of surplus <br />property that would be subject to destruction by the City. <br /> <br />F. The City of Santa Ana, by and through the Santa Ana Police Department, <br />wishes to donate the surplus/expired equipment to the law enforcement <br />agencies of Ensenada, Mexicali, Playas De Rosarito, Tecate, and Tijuana, <br />of Baja California, Mexico. <br /> <br />Section 2. The City Council of the City of Santa Ana hereby authorizes and <br />directs the Chief of Police, or his designee, to work with Mexican and American law <br />enforcement agencies to donate, on behalf of the City of Santa Ana, surplus or expired <br />equipment to the law enforcement agencies of Ensenada, Mexicali, Playas De Rosarito, <br />Tecate, and Tijuana, of Baja California, Mexico. <br /> <br />Section 3. This Resolution shall take effect immediately upon its adoption by <br />the City Council, and the Clerk of the Council shall attest to and certify the vote adopting <br />this Resolution. <br /> <br />Resolution No. 2009-014 <br />Page 1012 <br />
