NO. 09-011) <br />ITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 15~ Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Award a contract to Fisher Scientific, under the Cooperative Purchase <br />Provision of the City of Sacramento, for the purchase of Firefighter <br />turnout coats and pants and miscellaneous supplies, in the amount of <br />~26s,ooo. <br />DISCUSSION <br />The Fire Department provides protective clothing for approximately 225 <br />firefighters and 80 reserve firefighters. The turnout set includes turnout <br />pants and turnout coats. The ensemble is worn during all structure fires, <br />vehicle accidents, hazardous material incidents and most training <br />sessions. The California Occupational Safety and Health Administration <br />(CalOSHA) mandates minimum requirements for firefighter protective turnout <br />clothing, and the National Fire Protection Agency (NFPA) requires <br />replacement after a five-year service life, or as necessary to replace <br />worn gear. The Fire Department has been awarded a grant from The Federal <br />Emergency Management Agency (FEMA) and the Department of Homeland Security <br />(DHS) to replace worn turnout sets with items that meet the new (NFPA) <br />recommendations. <br />Santa Ana City Ordinance No. NS-2312 authorizes the City to purchase <br />against contracts from any public agency utilizing a competitive bid <br />process. The City of Sacramento's contract with Fisher Scientific was <br />awarded as a result of open, competitive bidding, and meets the City's <br />requirements. Additionally, Fisher Scientific provides miscellaneous <br />equipment and supplies to various departments. Staff recommends the <br />approval of the contract for Firefighter turnout coats and pants, with an <br />additional $5,000 to continue miscellaneous equipment and supplies <br />purchases this fiscal year. <br />22A-1 <br />
