City Place Sky Lofts Final Environmental Impact Report Findings <br />4.1.1 AESTHETIC IMPACTS RELATED TO SHADE AND SHADOW <br />4.1.1..1 Potentially Significant Adverse Impacts Related to Shade and Shadow <br />As described in Section 4.2 (Aesthetics) of the EIR, the City Place Sky Lofts project would result in <br />significant adverse impacts related to shade and shadow which would substantially reduce the visual <br />quality of the residential and park uses that are shaded by the proposed project. <br />4.1.1.2 Finding Related to Shade and Shadow <br />Specific economic, legal, social, technological, or other considerations, including provision of <br />employment opportunities for highly trained workers, make infeasible the mitigation measures or project <br />alternatives identified in the Final EIR. <br />4.1.1.3 Facts in Support ofthe Finding Related to Shade and Shadow <br />There are no feasible mitigation measures to reduce shade and shadow impacts. Therefore, the significant <br />adverse impact on the visual quality of residential and park uses that are shaded by the project cannot be <br />reduced to below a level of significance. <br />4.1.1.4 Level of Significance of Impacts Related to Shade and Shadow <br />The adverse impacts of the City Place Sky Lofts project related to shade and shadow cannot be mitigated <br />to below a level of significance. <br />4.1.2 CUMULATIVE AESTHETIC IMPACTS RELATED TO SHADE AND SHADOW <br />4.1.2.1 Potentially Significant Cumulative Adverse Impacts Related to Shade and Shadow <br />As described in Section 5.0 (Cumulative Impacts) of the EIR, in the spring, summer, fall, and winter late <br />afternoon and early evening the 27-story tower would cast shadow on certain residential uses east of <br />Lawson Way, northeast of South Parker Street, and southeast of Memory Lane. In the spring, summer, <br />and fall shadow would also be cast on Santiago Park in the late afternoon and early evening. This impact <br />cannot be -nitigated and would remain a significant adverse impact of the proposed project. Therefore, <br />the proposed project would result in significant adverse cumulative impacts on visual quality related to <br />shade and shadow. <br />4.1.2.2 Finding Related to Cumulative Shade and Shadow <br />Specific economic, legal, social, technological, or other considerations, including provision of <br />employment opportunities for highly trained workers, make infeasible the mitigation measures or project <br />alternatives identified in the Final EIR. <br />4.1.2.3 Facts in Support of the Finding Related to Cumulative Shade and Shadow <br />There are no feasible mitigation measures to substantially reduce adverse cumulative impacts on visual <br />quality. The significant adverse shade and shadow impacts on visual quality cannot be reduced to below <br />a level of significance.
