The proposed vesting map <br />creates condominium subdivisions for each housing type. The condominium <br />subdivision is necessary to provide the for-sale units. This encourages <br />home ownership (Exhibit 7). <br />The vesting nature of the map ensures that the standards to be applied to <br />the project will be those adopted with the approval of the map. The map <br />is designed to be in compliance with the applicable development standards <br />found in Chapter 34 and the Specific Development document. <br />Site Plan Review <br />Santa Ana Municipal code requires a review by Planning Commission of all <br />plans within a specific development area to ensure the project is in <br />conformity with the specific development standards. The review also <br />ensures that the buildings, structures and grounds are in keeping with the <br />neighborhood and will not be detrimental to the development of the <br />specific development zone. The proposed project is in compliance with all <br />applicable development standards including the General Plan, Municipal <br />Code and the City Place Specific Development Plan (SD-59), as amended. <br />Additionally, the proposal is in keeping with the surrounding area and <br />will improve the desirability of investment in the City. Finally, the <br />project has been determined to be in compliance with applicable parking, <br />landscaping and architectural provisions governing the project. <br />The residential tower development project will enhance and provide a <br />positive improvement to the north Main Street district though the <br />development of a significant vacant parcel of land within the City Place <br />development. The development of this site with high quality design, <br />materials and finishes, the inclusion of a fountain, a ground level lobby <br />and residential units, and the creation of a physical and visual link <br />within City Place will help in energizing and strengthening this northern <br />gateway area. The project will reinforce an active, vibrant urban <br />lifestyle envisioned within the District Center designation of the General <br />Plan. Additionally, the project will be of direct benefit to the <br />community by providing additional housing opportunities in the City. The <br />75A-12 <br />
