Will the proposed use under the circumstances of the particular <br />case be detrimental to the health, safety or general welfare of the <br />persons residing or working in the vicinity? <br />The approval of the conditional use permit will not be <br />detrimental to persons residing or working in the area <br />because the use, as conditioned, will not create negative or <br />adverse impacts. Environmental Impact Report 2007-02 has <br />been prepared for the proposed project, identifying potential <br />impacts, over-riding considerations and mitigation measures <br />aimed at reducing any environmental impact associated with <br />this project. The addition of persons within a two acre <br />vacant portion of north Main Street and the City Place <br />development will assist in promoting the economic viability <br />and enhance the livability for this area. <br />3. Will the proposed use comply with the regulations and conditions <br />specified in the chapter of the Santa Ana Municipal Code for such <br />use? <br />As conditioned and the approval of Zoning Ordinance <br />Amendment No. 2008-04, the proposed project will be in <br />compliance with all applicable regulations and conditions <br />imposed on high rise residential units, pursuant to Chapter <br />41 of the Santa Ana Municipal Code. <br />5. Will the proposed use affect the General Plan of the City? <br />The proposed project will not adversely affect the General <br />Plan. The residential high rise tower is consistent with the <br />General Plan Land Use Element designation of District <br />Center and the proposed amendments to Specific <br />Development No. 59. The proposal is supported by the <br />Land Use Element Goal: 2.0, To promote land uses which <br />Resolution No. 2009-XXX <br />75A-211 Page 4 of 6 <br />
