The proposed project consists of a high rise tower, stacked <br />townhomes and parking structure on an approximately two acre site. The <br />residential segment will provide 333 condominium units within the tower <br />and 20 stacked townhouses wrapping one-side of the parking garage. <br />Several actions are required to entitle the project: a) the project was <br />identified to have a potential adverse impact and therefore required an <br />environmental impact report; b) a zoning ordinance amendment is <br />necessary to amend the Specific Development No. 59 zoning standards; c) <br />an amendment to the existing development agreement defining the terms <br />and nature for the proposed development; d) a conditional use permit is <br />required to allow a residential high rise project; e) a vesting tract map <br />is requested to allow the subdivision of the existing property for <br />residential condominium purposes; and f) the project location within SD-59 <br />requires approval of the site plan. <br />Property Description <br />The City Place development comprises approximately 17.7 acres at the <br />northeast corner of Main Street and Memory Lane. The site extends from <br />Main Street on the west to Lawson Way on the east and from Memory Lane <br />on the south to the city border on the north. The tower development <br />proposed is situated on an approximately two acre parcel located on the <br />northeast portion of City Place and generally bounded by Lawson Way on <br />the east, Jeanette Lane along the south to the existing City Place <br />development to the west and to the city border on the north. The <br />subject site is located within Specific Development No. 59 (SD-59) <br />zoning district and has a General Plan Land Use designation of District <br />Center (DC), which permits residential development. Surrounding land <br />uses include the Main Place Mall, commercial, retail and residential to <br />the west; Santiago Park, offices and parking structure to the south; a <br />senior residential development and offices to the east; and retail, <br />offices and parking structure to the north (Exhibits 1 and 2). <br />Project Description <br />The City Place land use, planning and design provide a mixture of uses <br />within a common setting. It stresses a people oriented environment <br />where pedestrian and automobile traffic can co-exist on-site to create <br />an experience of urban activity in a safe and high quality setting. <br />7 5A-4 <br />
