EIR No. 2007-02; ZOA No. 2008-04; <br />DA No. 2004-04; CUP No. 2008-34; <br />VTTM No. 2008-04; and SPR No. 2008-05 <br />January 12, 2009 <br />Page 4 <br />Vehicular access to the site will occur along Lawson Way and Jeanette <br />Lane. Loading areas have been provided within the tower including a <br />service loading area along the north side of the site allowing adequate <br />circulation on-site and architectural integration. <br />Analysis of the Issues <br />At the request of the applicant, <br />Commission granted a continuance of <br />2009 agenda. On November 10, 2008, <br />closed the public hearing for the <br />public testimony and discussion, the <br />the December 8, 2008 agenda. <br />on December 8, 2008 the Planning <br />the action items to the January 12, <br />the Planning Commission opened and <br />City Place Sky Lofts Tower. After <br />Commission continued the actions to <br />Environmental Impact Report <br />The California Environmental Quality Act (CEQA) requires the preparation <br />and approval of an environmental impact report (EIR) for this project. <br />The environmental issues analyzed in the EIR include aesthetics, <br />agricultural resources, air quality, biological resources, cultural <br />resources, geology and soils, land use and planning, hazards and hazardous <br />materials, hydrology and water quality, mineral resources, noise, <br />population and housing, public services, recreation, transportation and <br />traffic, and utilities and service systems. <br />A draft EIR (DEIR) was previously distributed to inform public decision <br />makers, responsible and trustee agencies, and the general public of the <br />potential effects of the proposed project. On April 23, 2007 a Notice of <br />Preparation (NOP) and Initial Study (IS) was circulated for the <br />preparation of Draft Environmental Impact Report No. 2007-02. On May 16, <br />2007 a public scoping meeting was held at the Santiago Park Lawn Bowling <br />Clubhouse during the required 30-day public review of the NOP. The EIR <br />was then prepared based on information provided in the IS, as well as <br />issues expressed in the comments to the NOP and scoping meeting. <br />In accordance with CEQA, a draft EIR was circulated for review and comment <br />by the public, local, regional and state agencies, and interested parties <br />on November 7, 2007 for a 45-day review period. On November 26, 2007 the <br />Planning Commission held a public meeting to solicit input from interested <br />member of the public on the DEIR; no public comments were submitted at <br />this hearing. <br />75A-6 <br />
