Will the proposed use provide a service or facility, which will <br />contribute to the general welfare of the neighborhood or community? <br />The proposed conditional use permit to allow the construction <br />of a residential high rise will add to the mixture of housing <br />opportunities available within the city. The proposed multi- <br />family residential use (City Place Sky Lofts) within the City <br />Place development will provide a service to the community by <br />providing for-sale, high-quality residential housing stock <br />that will enhance the property values of the surrounding <br />neighborhoods. Conditions of approval have been included to <br />ensure the quality and the attractiveness bf the overall <br />design which will contribute to the general well being of the <br />community. <br />B. Will the proposed use under the circumstances of the particular <br />case be detrimental to the health, safety or general welfare of the <br />persons residing or working in the vicinity? <br />The approval of the conditional use permit will not be <br />detrimental to persons residing or working in the area because <br />the use, as conditioned,. will not create negative or adverse <br />impacts. Environmental Impact Report 2007-02 has been prepared <br />for the proposed project, identifying potential impacts, over- <br />riding considerations and mitigation measures aimed at reducing <br />any environmental impact associated with this project. The <br />addition of persons within a two acre vacant portion of north <br />Main Street and the City Place development will assist in <br />promoting the economic viability and enhance the livability <br />for this area. <br />C.
