Since an ancillary <br />massage use is restricted not only in terms of its size and location but <br />also the number of massage technicians, it is substantially less intrusive <br />to the surrounding businesses and thus requires a less extensive review. <br />Although the review process for ancillary massage establishments is <br />ministerial, the procedure for issuing massage technician licenses, <br />regulated by Chapter 22, will remain the same as a massage technician who <br />is operating at a primary massage establishment. <br />Primary Massage Use <br />As a primary use, massage services may be offered either in conjunction <br />with other health and beauty related services or as an independent use. <br />These primary massage establishments may employ more than two massage <br />technicians and will be permitted to occupy up to 100 percent of the <br />business square footage. Another important distinction between primary <br />and ancillary massage establishments is that primary massage <br />establishments will be subject to a separation requirement that will not <br />permit a primary massage establishment within 1,000 feet of another <br />massage establishment or within 1,000 feet of any adult entertainment uses <br />as defined in Section 41-1701.6 of the Santa Ana Municipal Code. <br />In cases where massage will be the primary use, a conditional use permit <br />will be required in order to perform a more in-depth analysis of the <br />business and provide conditions to mitigate any potentially negative <br />impacts that may occur. Additionally, the requirement of a conditional <br />use permit will allow the public the opportunity to review and comment on <br />the project through a public hearing with the Zoning Administrator. <br />erational Standards <br />In addition to the definitions and requirements stated above, both primary <br />and ancillary massage uses will be subject to operational and development <br />standards including regulations for both the location and number of new <br />massage establishments that are permitted in the City. The new ordinance <br />will also limit the hours of operation from 8:00 a.m. to 10:00 p.m., set <br />minimum lighting standards, permitted signage and other pertinent <br />operational standards. These new standards are attached as Exhibit 1. <br />Also attached as Exhibit 2 are the proposed changes to Chapter 22 of the <br />Santa Ana Municipal Code. The changes to Chapter 22 include more detailed <br />regulations regarding massage permit technician permits and will now <br />7~C-4 <br />
