As used herein, "chair massage" shall mean where a patron receives a <br />massage while fully clothed in a public or semipublic area. The areas massaged <br />are the head, neck, back and arms only. <br />Sec. 41-1751.6. Ancillary massage use. <br />As used herein, "ancillary massage use" shall mean any establishment <br />that provides massage services as an accessory or complementary use to other <br />health or beauty services, and that employs no more than two (2) licensed <br />massage technicians, is subject to any zoning and land use regulations as <br />required by the Planning & Building Agency. <br />Sec. 41-1752. Permitted zones and locations. <br />(a) An ancillary massage use may only be located within one of the <br />zones detailed in subdivision (b) of this same section if the ancillary massage use <br />is ancillary to a retail or service use that is currently licensed by the State of <br />California Board of Barbering and Cosmetology or an exempt individual as <br />defined in Santa Ana Municipal Code section 22-6. <br />(b) No massage establishments or ancillary massage use may be <br />located within the city unless it meets the following zoning and location criteria: <br />(1) Massage establishments may be permitted as a primary use <br />within any commercial zone in the city, excluding commercial <br />zone C3-A, as defined in this chapter. <br />(2) No massage establishments may be permitted as a primary <br />use within any professional (P) zone in the city, as defined in <br />this chapter. <br />(3) No massage establishments may be permitted as a primary <br />use within any specific development in the city, as defined in <br />this chapter. <br />(4) No massage establishments may be permitted as a primary <br />use within any specific plan in the city, unless already <br />defined and permitted, as defined in this chapter. <br />(c) No massage establishments may be located within the city unless it <br />meets the following distance criteria: <br />(1) The proposed massage establishment is more than one <br />thousand (1,000) feet from any other existing massage <br />Ordinance No. NS-XXX <br />11 A-25 Page 25 of 36 <br />
