Human Resources Department <br />www.santa-ana.org/HR <br />Item # 11 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />May 6, 2025 <br />TOPIC: First Amendment to the Memorandum of Understanding between the City of <br />Santa Ana and the Santa Ana Police Management Association <br />AGENDA TITLE <br />First Amendment to the Memorandum of Understanding between the City of Santa Ana <br />and the Santa Ana Police Management Association <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute a First Amendment to the Memorandum of <br />Understanding (MOU) between the City of Santa Ana and the Santa Ana Police <br />Management Association (PMA) for the period of January 1, 2022 through June 30, 2025, <br />modifying and delineating specific articles of the MOU (Agreement No. A-2025-XXX). <br />GOVERNMENT CODE §84308 APPLIES: No <br />DISCUSSION <br />The City Council approved a Memorandum of Understanding (MOU) between the City of <br />Santa Ana and the Santa Ana Police Management Association (PMA) on November 15, <br />2022. Article 6.0 of the MOU outlines parameters for an educational incentive program <br />allowing employees to receive additional compensations for education and training above <br />what is required for their classification. The City and PMA want to have and maintain a <br />well -trained and educated command staff. The proposed changes would clarify the <br />various levels of incentive payment and the requirements. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with these actions. <br />FISCAL IMPACT <br />For PMA, there is no immediate fiscal impact associated with this action. In the future, <br />some sworn PMA members may qualify for an additional 5% of education incentive pay. <br />Based on language in the EMT Resolution, this amendment will allow the Chief of Police <br />to immediately obtain an additional 5% of education incentive pay, equivalent to $13,947. <br />EXHIBIT <br />1.
